Costco offers Shop Cards, which work like gift cards. If a Costco member buys a Shop Card for someone who doesn't have a membership, that person can enter the store and shop using this card.
However, there are rules for its use: at the registers, the Shop Card must be presented at the time of payment and you can't simply use cash without the card. This prevents someone without a membership from entering and shopping without limits. But in the food court, the situation is different: there, you can pay in cash without needing to show a membership or the Shop Card.
This situation has led some people to use this "trick" to enjoy food court meals without being members. However, the company could change these rules if the abuse becomes excessive, closing that door for non-members in the future.
