Sánchez's Concessions to Separatists to Stay in Power
These agreements have caused strong opposition in sectors that accuse the Government of dismantling the unity of Spain.
Pedro Sánchez Remains Clinging to Power with New Concessions to Pro-Independence Parties, facilitating the transfer of key competencies in Catalonia.
The latest agreement with Junts and ERC includes the transfer of immigration management to the Generalitat. Granting it control over the CIE and the expulsion of irregular immigrants. In addition to managing resources for reception and migration control, expanding its leeway in migration policies.
The pact also establishes that the Mossos d'Esquadra collaborate with the National Police and Civil Guard in the security of airports and ports. Consolidating their presence in strategic infrastructures and limiting the State's intervention in the autonomous community.
The initiative has been presented as a bill in Congress, guaranteeing the Generalitat more human and technical resources. This strengthens Catalan autonomy in security and administrative management, thus fulfilling one of the historical demands of the independence movement.
Since 2018, Sánchez has yielded to pro-independence pressures, forgiving 17 billion euros of debt and transferring Rodalies to Catalonia. This allowed the Generalitat to manage the railway service with state funds and without Renfe's control. Weakening the central Government's capacity in the region.
ERC achieved that Catalonia manages its own taxes and establishes a "Catalan quota." This facilitated the investiture of Salvador Illa, consolidating its strategy of increasing its own financing without relying on the State's general budgets.

The amnesty law, essential for Junts's support in 2023, was approved in 2024 with 177 votes. Although the Constitutional Court must still rule, which maintains uncertainty about its application and possible judicial repercussions against prosecuted pro-independence leaders.
The PSOE also agreed to negotiate with an international mediator and to create commissions on the 'procés' and the espionage with Pegasus. Granting legitimacy to the pro-independence theses that denounce alleged State repression against secessionist leaders.
Concessions to EH Bildu
In the Basque Country, the Government transferred the competencies of prisons and traffic, facilitating the transfer of ETA prisoners to Basque prisons. Fulfilling one of the main demands of the PNV and Bildu to maintain their parliamentary support for Sánchez.
Additionally, the Executive allowed Basque pelota and surfing teams to compete in international tournaments with official recognition. Promoting the differentiation of the Basque Country's sports identity from Spain and opening the door to more sovereign aspirations.

In Navarra, the PSOE agreed to hand over Traffic to the community, eliminating the presence of the Civil Guard on Navarrese roads. This caused strong controversy and rejection from agent associations, who consider the measure a political concession to EH Bildu.
The pact with Bildu also included greater presence of the Basque language in the administration and support for the party to access the mayoralty of Pamplona. Consolidating its influence in Navarrese institutions and reinforcing its role as a key player in governance.
To obtain BNG's support, Sánchez granted toll discounts and new comspeechlessr trains in Galicia. In addition to alleviating its debt, strengthening the position of Galician nationalism in the negotiation of regional resources with the central Executive.
These agreements have caused strong rejection in sectors that accuse the Government of dismantling Spain's unity in exchange for staying in power. This has fueled the debate on territorial drift and the high political price of Sánchez's permanence in Moncloa.
