Armengol's government received masks from Koldo without a contract

Armengol and her Government are once again in the eye of the storm due to the mask case. The Balearic Government, at that time led by Francina Armengol, received approximately 1.5 million masks.

This occurred before the purchase contract was signed, and most seriously, without a valid invoice for the operation. As reported by the newspaper La Razón, the bidding raised suspicions from the Civil Guard, which ended up confirming that there were no documents prior to the receipt of the medical supplies.

The only document, according to the mentioned source, is a proforma invoice without legal validity.

This invoice shows the indications of the UCO within the framework of the investigation opened for the COVID contracts with Soluciones de Gestión. The agents detected that Baleares received the masks without any documentary support justifying the purchase.

Specifically, it was stated that the delivery of the material for which the Balearic Government paid 3.7 million euros, took place on April 27. However, it wasn't until two days later that the contracting authority was requested to declare the emergency processing for this contract. That resolution was issued on May 4.

In the UCO reports, the agents noted: "The delivery of the medical supplies would have occurred before any contract was formalized. Even before the emergency processing of that specific supply was agreed upon."

UCO agents focused on this award, not only because of their suspicions that the contract was fabricated "after the fact." Also due to the absence of documents regarding its formalization.

According to their statements, there was no paper that allowed for the identification of any prior contacts before the formalization of the multi-million-dollar purchase. Nor regarding the conditions for receiving the masks.

This is why they determined that this award might have been made against the Public Sector Contracts Law.

Defective Masks

This invoice included a technical sheet of the FPP2 masks that defined the product. Specifically, it was specified that they met protection standards and had high filtration efficiency.

The truth is that barely two months after receiving the Chinese masks, the National Center for Protection Media spoke out. Thus, it certified that they didn't meet the requirements.

Knowing this, Armengol's Government recommended their use. This is stated in a document signed by Mascaró himself in August 2020.

That the company Soluciones de Gestión has successfully supplied during the year 2020.

In other words, knowing that they weren't suitable for protecting the population at that critical moment, the cabinet of the current President of Congress recommended the key company of the "Koldo plot."
