Francina Armengol is once again embroiled in WhatsApp messages that Koldo exchanged with the former president of the Balearic Islands. The truth is that this new revelation complicates the current president of the Congress of Deputies.

The messages that Koldo, Ábalos's advisor, sent to Armengol have stood out for the affectionate tone from Koldo. This shows a close relationship, or at least, a close one.

It should be remembered that Koldo is one of the main figures involved in the alleged scheme of supposed commissions in public contracts for masks.

In the latest revealed messages, this closeness is evident, especially from Koldo toward Armengol. According to the media outlet OKDIARIO. In the messages, it is shown how the former advisor to Ábalos asks Armengol to hold a meeting with businessmen who are currently being investigated by the Justice system.

"Please can you have a quick lunch with them tomorrow in a private room, and that way it's better, it's just that your flights are messed up." Additionally, he added to these messages: "If you have lunch with them in an hour, I will love you forever." He added heart emojis to that text.

These messages correspond to November 16, 2020, the year the pandemic began. Koldo García insisted that Armengol have lunch with the businessmen from whom, according to the Supreme Court's investigation, he would be receiving 10,000 euros as a possible bonus.

Armengol's reply is also noteworthy. She provides the contact of a PSOE member from the Balearic Islands who now works as the head of the Secretariat of the Presidency of the Congress.

Armengol's Government Received Masks from Koldo Allegedly Without a Contract

The Balearic Government, at that time under Francina Armengol, received approximately 1.5 million masks.

This occurred before the purchase contract was signed, and most seriously, without a valid invoice for the operation. As reported by the newspaper La Razón, the bidding raised suspicions from the Civil Guard, which ultimately confirmed that there were no documents prior to the receipt of the medical supplies.

The only document, according to the aforementioned media, is a proforma invoice without legal validity.

This invoice shows the indications of the UCO within the framework of the investigation opened for the covid contracts to Soluciones de Gestión. The agents detected that the Balearic Islands received the masks without any documentary support justifying the purchase.

Specifically, it was stated that the delivery of the material for which the Balearic Government paid 3.7 million euros took place on April 27. But it was not until two days later that the contracting authority was requested to declare the emergency processing for this contract. That resolution was issued on May 4.

In the UCO reports, the agents pointed out: "The delivery of the medical supplies would have occurred before any contract was formalized. Even before the emergency processing of that specific supply was agreed upon."

UCO agents focused on this award, not only because of their suspicions that the contract was fabricated "after the fact." Also due to the absence of documents regarding its formalization.

According to their findings, there was no paper that would allow the identification of any prior contacts to the formalization of the multimillion-dollar purchase. Nor regarding the conditions for receiving the masks.

This is why they determined that this award could have been made in violation of the Public Sector Contracts Law.
