Tezanos Crowns Himself with the CIS. The Restructuring of the Center for Sociological Research (CIS) Is Completed.
The Official State Gazette (BOE) has published Royal Decree 166/2025, dated March 4. This introduces modifications to Royal Decree 1214/1997, a regulation that established the hierarchical structure of the Center for Sociological Research (CIS) almost three decades ago.
With this reform, José Félix Tezanos, the current director of the CIS, will assume the rank of undersecretary starting Thursday. This occurs after the decree comes into effect the day after its publication in the BOE. According to Minister Félix Bolaños, this measure aims to optimize the efficiency, coordination, and internal functioning of the organization.

The official text explains that the Presidency of the CIS will move from holding a General Directorate rank to that of Undersecretary. This way, a better distribution of competencies and administrative resources is thus guaranteed, strengthening its structure.
Additionally, the new organization will allow Tezanos to have a support cabinet, consisting of up to four trusted employees. According to the decree, these positions will be filled by temporary staff, freely selected based on their experience and professional qualifications. However, their tenure will be subject to the continuity of the president in office.
According to the salary table reserved for undersecretaries, Tezanos will earn more than 120,000 euros gross per year. According to the latest official data, Tezanos has so far received a gross annual salary of 97,764 euros, in 14 monthly payments of 6,983.14 euros gross.

As part of the restructuring, a General Directorate of Coordination and Research will be created, which will be directly subordinate to the Presidency. This new department will have a support unit, although it has not yet been defined who will be appointed to lead it.
Meanwhile, the General Directorate will absorb the staff that until now was part of the Research Department. It will be a unit that will disappear with the entry into force of this reform.
Tezanos and His CIS Come to the Rescue of Pedro Sánchez Surrounded by Corruption
On January 17, the CIS offered its tribute to the PSOE and Pedro Sánchez.
The Center for Sociological Research (CIS), directed by José Félix Tezanos, once again placed the PSOE as the leading political force in Spain.
According to the January barometer, the socialists would obtain 31.8% of the voting intention, maintaining a 2.1-point lead over the People's Party, which stands at 29.7%.
This result, however, generates criticism due to the growing suspicions about the impartiality of the CIS and its function under Pedro Sánchez's mandate.
A Narrow Lead That Raises Doubts
The PSOE loses four-tenths compared to the December barometer but continues to lead the polls. Meanwhile, the PP increases its support by 1.3 points, narrowing the gap with the socialists.
Despite this evolution, the CIS grants a strategic advantage to the PSOE, a fact that, according to analysts, doesn't reflect the country's political reality.
