
Police and Civil Guards Oppose Transfer of Powers to Catalonia

The Agreement Between PSOE and Junts to Transfer Immigration Competencies to the Generalitat Has Generated Significant Rejection Among National Police and Civil Guard Associations. According to these entities, this measure represents a direct attack on the rule of law and a violation of the Constitution.
The agreement establishes that the Mossos d'Esquadra will manage security at ports and airports and will be present at borders, working in cooperation with the National Police and the Civil Guard. Additionally, the Generalitat assumes full responsibility for the Foreigners' Internment Centers (CIE) and the deportation of foreigners.
Rejection from National Police and Civil Guard Unions
The criticisms have been blunt from security associations. The majority union of the National Police, Jupol, has expressed its "profound indignation" at what they consider a disgraceful agreement. For Jupol, this transfer of competencies is a frontal attack on the rule of law and another step toward dismantling the presence of the National Police in Catalonia.
The union has also demanded the resignation of the Minister of the Interior, Fernando Grande-Marlaska, whom they accuse of being complicit in this agreement, which they consider a flagrant violation of the Constitution.

Meanwhile, Jucil, the majority association of the Civil Guard, has pointed out that the agreement is part of a strategy to reduce the presence of this security body in Catalonia. They also criticize the lack of transparency in the process by both the Ministry of the Interior and the Generalitat.
Criticism of the Transfer of Competencies
The Unified Police Union (SUP) has described the transfer of competencies as "scandalous and illegal." According to the SUP, the security of the population should not be part of a political "bargain" in exchange for support. They also warn about the risks this measure could pose to national security and its lack of fit within the European legal framework.
The Spanish Confederation of Police considers this agreement a "mortal blow" to the competencies of the Police and the Civil Guard in Catalonia. In this regard, the CEP demands Marlaska's resignation for yielding to the "competency blackmail" of the separatists.
Warnings About the Transfer of Borders
The Unified Association of Civil Guards (AUGC) has labeled the transfer of competencies as "political bargaining." In their opinion, this measure goes against the legal framework and compromises the security of the State. The Association of Civil Guard Non-Commissioned Officers denounces that this agreement is another step in the dismantling of the Spanish State in Catalonia.

The PRO Civil Guard Association has expressed concern over the possibility that the protection of Spanish borders could be left in the hands of the Generalitat. They point out that border security is not only a matter of national security but also key in the fight against organized crime.
