
This Is Ábalos's Ngo With Which He Managed to Acquire the 1-million-euro Chalet
The chalet was built with funds from the Spanish Agency for International Development Cooperation.
José Luis Ábalos is once again at the center of controversy. The chalet acquired in Peru and valued at 1.2 million has caused his name to resurface prominently.
It has now been revealed, according to El Debate, that it was built with public subsidies intended for charitable projects. The public funds that the Ministry of Foreign Affairs granted to Fiadelso, Ábalos's NGO.
However, he put the chalet in his name and to this day has an open legal proceeding against the beneficiaries of the aid. He accuses them of having illegally occupied a chalet of his property.

Until 2018, the International Foundation for Support of Local and Social Development Fiadelso received 4.9 million euros in public subsidies. Ábalos was the founder of this NGO in 1992, although he officially disassociated himself from its Board in 1998.
Specifically, Fiadelso received:
221,109 euros in 2004. And by 2018, 13 years later, they had increased that figure to 4.9 million euros.
342,317€ in 2005, 433,606€ in 2006, 612,635€ in 2007, 44,774€ in 2008, 1,454,240€ in 2009, 973,892€ in 2010, 666,797€ in 2011, 93,270€ in 2012, and 5,000€ in 2013. In 2014, the NGO did not receive any aid, however, in 2015 it obtained another subsidy of 23,744€ and finally, in 2016 another 29,040€ public. In total, 4,900,424 euros in 13 years.
In 2015, the Ministry of Foreign Affairs approved another aid to Fiadelso. All for the "improvement of access and quality of the educational sector in Tacobamba, Department of Potosí, Bolivia."
Fiadelso defines itself on its website as an autonomous entity, without political or religious affiliations. But committed to principles such as freedom, solidarity, progress, social justice, cultural promotion, and institutional strengthening.

Its main mission is to promote development initiatives both in Spain and in regions with high levels of poverty. To this end, it promotes the training of professionals, supports research on development issues. And the execution of innovative projects in local communities and environmental protection.
Additionally, it promotes social policies and programs focused on the most vulnerable groups and works on strengthening democracy and institutions.
The organization has delegations in various autonomous communities, such as the Valencian Community, Castilla-La Mancha, Castilla y León, Madrid, Basque Country, Andalusia, and Extremadura. It also has a network of representation in several Latin American countries, including Bolivia, Colombia, Honduras, Peru, and Chile, where it carries out multiple cooperation initiatives.
The Property Valued at 1.2 Million
Ábalos's chalet in Peru is located in the city of Chimbote, in the north of the country, near Isla Blanca. An area recognized for its light sandy beaches and clear waters. The property covers an area of 9,688 sq. ft. (900 square meters) distributed over two levels.
According to the information registered in the Chavín Registry Office, the chalet is registered with the number 33,440. And it is listed in the name of the former minister and the Valencian businessman Manuel Valls Ferrer, who has already passed away.
Despite this, Ábalos never included this property in his asset declarations before the Congress of Deputies. Despite being obliged to do so. In an interview on El Programa de Ana Rosa on Telecinco, the former minister defended himself.
Arguing that the property is not located in a paradisiacal destination. Specifically, he explained that Chimbote is a coastal town with a strong fishing tradition. Additionally, it has experienced significant demographic growth due to the increase in poverty.
When asked why the property remains in his name, he indicated that he has not been able to transfer it to the foundation, as was his intention.
