This measure is part of a broader plan to toughen immigration policies and secure the U.S. border. The detention center in Guantánamo will be expanded to accommodate migrants who can't be returned to their countries of origin.

The base is expected to accommodate up to 30,000 additional people under these new provisions.  Human rights organizations have expressed concern about the conditions of detainees in Guantánamo.

Trump also signed executive orders to eliminate birthright citizenship in the U.S.
