The Socialist Government Generates Controversy Again. Last Thursday, the central and Canary governments reached an agreement for an extraordinary distribution of thousands of foreign minors. In total, 4,500, who have been gathered in Ceuta and the islands for months.
This is confirmed by The Objective. This agreement arises after the failure to modify the immigration law by both executives, which mandated the distribution of unjoined minors in the autonomous communities.
This new agreement, however, has sparked controversy. Because it incorporates an unprecedented formula that considers the community's effort in welcoming minors, not only currently but also in recent years. This could supposedly leave the Basque Country and Catalonia practically out of the distribution.

Until now, the Ministry of Childhood used a series of criteria for the distribution of minors. They were approved at the Sectoral Conference of 2022.
These criteria included population, per capita income, childbirth, effort, and population dispersion. However, the new pact incorporates some of the measures that the Canary Islands agreed upon with the PNV. This, according to the media, in order to establish an alternative distribution model.
Although they haven't yet been definitively defined, according to the newspaper, it is likely that the dispersion criterion will be eliminated. In its place, a set of measures that consider what the Basques call the "welcoming effect" will supposedly be included.
More specifically, the average number of minors they receive per 100,000 inhabitants, and the "solidarity effect." This takes into account the history of welcoming foreign youths.

Supposedly, these calculations wouldn't completely exclude regions like the Basque Country or Catalonia. However, they would significantly reduce their participation in the distribution of minors, leaving them with a very small number of children to accommodate. This is assured by the media.
The Moroccan Who Raped a Minor
A Moroccan minor has been sentenced to three and a half years of detention in a closed center for the sexual assault of a minor in Lugo. Additionally, he must compensate the victim with 20,249 euros.
The sentence also holds the Xunta de Galicia responsible for covering this compensation as a jointly liable civil party. This is because the young man, of Moroccan origin, was under its guardianship in a protection center for unjoined foreign minors (MENA) at the time of the events.
The attack occurred in the early hours of August 15, 2023. The victim and a friend were consuming alcohol outside a bar when they were approached by the convicted individual. A 17-year-old Maghrebi and another young adult.
The two convinced them to head to a nearby park. During the journey, the aggressor was left alone with the victim in an alley. There, according to the court ruling, "guided by the desire to satisfy his sexual desire," he removed her underwear and raped her, ignoring the minor's screams.
The victim was taken to the Lucus Augusti University Hospital (HULA), where forensic experts confirmed that she had injuries consistent with a sexual assault. These included scratches on her legs and abrasions on her knees with traces of dirt. Additionally, alcohol was detected in her blood, which, according to the medical report, reduced her physical and mental capacities during the attack.
