The measure would allow security forces to track their movements and easily locate them if their asylum applications are rejected. According to local sources, Italy already acquired 100,000 of these devices last summer.

This strategy is part of an agreement with Albania to redefine the migration management system. With this plan, the Executive seeks to circumvent the legal obstacles that have sometimes prevented the detention of immigrants in centers outside Italian territory.

Instead of waiting for a ruling from the European Union Court of Justice on the legality of these facilities, the government is taking a step forward. It intends to convert the centers in Albania into exclusive spaces for the repatriation of those who already have an expulsion order.

Italy Faces Judicial Tensions Over Its Migration Plan with Albania

Giorgia Meloni's government continues to face legal obstacles in its attempt to implement the migration protocol with Albania. Both the Civil Court and the Court of Appeals in Rome have annulled the implementation of this agreement three times. This, arguing that countries of origin of the migrants, such as Egypt and Bangladesh, don't offer security guarantees for LGBT people.

This decision has caused controversy, as none of the affected individuals have declared belonging to this community, complicating the repatriation process.

Beyond the judicial realm, the issue has fueled political tension in Italy. Meloni's administration considers these resolutions to reflect a conflict between the judiciary and the democratically elected government.

Tommaso Foti, Minister of European Affairs, highlighted that several European Union countries support the Italian strategy of transferring irregular migrants to third countries, thus refuting the opposition's criticisms that label the measure as illegal and contrary to community regulations.

In the same vein, Undersecretary Augusta Montaruli reaffirmed the government's commitment to the implementation of the protocol:

This agreement is setting a precedent in Europe, with several member states aligning with our stance. Even the President of the European Commission, Ursula von der Leyen, expressed her support before the last European Council.

Additionally, she insisted that Italy will not change its strategy toward irregular immigration: "Tolerance has come to an end."

The European Union Court of Justice is expected to issue a preliminary ruling on the legality of the agreement later this month, with a final resolution scheduled for July.
