A photograph captured by the security cameras of the Integrated Operational Coordination Center (CECOPI) confirms that the president of the Generalitat Valenciana, Carlos Mazón, arrived at the emergency center at 8:28 p.m. on October 29, 2024, amid the DANA crisis. The visual evidence dispels doubts about his presence at the coordination body, as the head of the Consell himself had claimed.
The image, released by the Efe agency, supports the report sent this week by the Generalitat to the head of the Investigative Court Number 3 of Catarroja, which is investigating the circumstances surrounding the management of the catastrophe. The document, signed by the Generalitat's Emergency Coordinator, details that the recorded time corresponds to the building's video surveillance system, with a time discrepancy of just three seconds.
The report presented to the judge explains in detail the operation of the recording system, the location of the cameras, and the procedures for obtaining the images. With this evidence, the regional administration supports that President Mazón attended the coordination center at the officially communicated time.
The judicial investigation continues with new proceedings ordered by the judge. In a recent order, the judge has requested a chronological report from the Organic Unit of the Judicial Police of the Civil Guard detailing the overflows caused by the DANA, with special attention to those that may have caused fatalities or injuries.
The police report, which had been previously requested by the Prosecutor's Office, must focus exclusively on the overflows of rivers, ravines, and reservoirs, discarding other hypotheses about the preventability of the deaths. The judge has denied the Prosecutor's request for the Civil Guard to expand its analysis to other aspects, arguing that such a task could interfere with the judicial investigation itself.
Additionally, the magistrate has requested a report from the Department of Emergencies on the CECOPI meeting, with the aim of clarifying whether there was any recess during the session.
Sources of the investigation point to two critical points that marked the tragedy: the overflow of the Poyo River and the Forata dam. The Generalitat has indicated that it did not receive information from the Government about the former during the critical hours, while regarding the dam, the risk of collapse was notified 13 hours in advance, allowing the alert to be activated for the population.
