The last time a similar event was moved indoors was in 1985, during Ronald Reagan's inauguration, with temperatures of 6.8°F.
According to the 20th Amendment, the ceremony must take place on January 20 or the 21st if it falls on a Sunday. Biden and Harris will end their term that day.
The event will begin at 12:00 local time and will be attended by thousands of guests and national and international authorities.

The military parade will travel down Pennsylvania Avenue, from the Capitol to the White House, in an event full of symbolism.
Although it's not common to invite foreign heads of state, Trump has extended invitations to ideologically aligned leaders.
Among the guests are Nayib Bukele, Xi Jinping, Benjamin Netanyahu, Giorgia Meloni, and Javier Milei, among others.
Politicians like Matteo Salvini, Marine Le Pen, and Santiago Abascal will also be present at the ceremony.
The socialist government of Spain will be represented solely by Ángeles Moreno, ambassador in Washington.
The day will include an inaugural luncheon and commemorative events designed to highlight Trump's vision for the future.
With this ceremony, Trump seeks to project leadership, unity, and determination in his return to the U.S. presidency.
