Emergencies Points to Pradas and Bernabé as Responsible for the Alert SMS in the DANA
The Department of Emergencies, led by Juan Carlos Valderrama, has submitted to the Court of Catarroja the report on the management of the alert sent to the population on October 29, 2024, in the context of the DANA that affected the Valencian Community. The document identifies the officials who drafted and validated the message, as well as the authorities who made the decision to issue it.
According to the report, the Special Plan Against Flood Risk, approved in 2010 and revised in 2021, establishes that the director of the plan is responsible for determining the protection measures for the population. At 5:00 p.m. on October 29, the CECOPI (Integrated Operational Coordination Center) was activated, so the direction of the plan was taken over by the then Minister of Justice and Interior, within the Steering Committee, along with the Government Delegate.
The CECOPI was convened at 3:00 p.m. and met at 5:00 p.m., with the participation of various entities: the State Meteorological Agency (AEMET), the Military Emergency Unit (UME), the Government Delegation, the Júcar Hydrographic Confederation, emergency health services, firefighters, and infrastructure and energy companies, among others. In this meeting, the issuance of the alert was discussed, which was finally sent at 8:11 p.m.
Identification of Those Responsible for Sending the SMS
In response to the judicial request, the Department of Emergencies has provided the names of the officials who executed the sending of the message through the telephone operators. The technicians identified as responsible for drafting and validating the notice are Pradas and Bernabé.
The report also details the structure of the emergency plan regarding the issuance of notices and protection measures for the population. The documentation has already been submitted to the judge, who is investigating the management of the alert within the framework of the preliminary proceedings opened on the case.
